There are multiple ways to visit the Skylon Tower. You can simply go the observation deck. You can eat at the buffet, which also gives you access to the observation deck. My wife and i went up on a recent trip the the falls. It cost us $30 to go up for the 10 minutes we were up there. Dont get me wrong...it's a great view but the whole experience was a bit underwhelming.

After going to the top, you probably don't need to going a helicopter to get the panoramic view of Niagara you are seeking.
