There is a fantastic parking area.
The rooftop terrace is fabulous. Food was outstanding and service was perfect.
Breakfast was sadly a bit basic.
The room was comfortable, with a comfortable bed, good air conditioning, a big desk, and a comfortable chair. Good hot water in shower.

There were two problems.
The biggest was weak and intermittent internet - It was not dependable, and most of the time I had to rely on using my iPhone 'hotspot' as my internet connection. There is reliable internet elsewhere (universities, government offices, etc). This was a major problem for me.
This might not be a problem for tourists.
The hotel needs to invest in a better system and better routers. They charge three times more than other hotels, and can afford to do this. The routers are ancient and insufficient.
They also need to invest in sound proof windows and glass. Once again, for the price they charge, they owe it to their customers.
This is reputedly the best hotel in the city. Keep in mind Riohacha is the second poorest city in the country, and must be judged in that context.
Tipping the staff really helps.
The air condition was either too weak or too strong. In the night from Sunday to Monday there is a party at the Malecon which is really loud. It feels like you want to sleep in a club. Make sure to bring ear plugs.
Great breakfast with local products, great roof bar with nice views over the beach.
Also the room was nice and very clean. The staff was not the best happy and motivated staff, but I think it is something cultural.
Overall, very good service (best in town) but it is still too much expensive.
