Street noise should not be a problem, especially on the Manhattan side. The bar is not actually on the rooftop, it's on a terrace level about half way up the building, so it's probably best to either be on the third/fourth... More

The bar is not actually on the rooftop, it's on a terrace level about half way up the building, so it's probably best to either be on the third/fourth floor or on a higher floor. I don't remember that anything is included in the price of the room.
