Good question. I suspect you can, but will likely still have to have a credit card scan in case there is any damage to the room after you leave.

What is the check in age requirement?
The age requirement age is 21 with ID and payment. Made with credit card. My best suggestion make reservation thrust Expedia or Priceline Also if you have any other question call directly to Francisco Bay Inn front desk 415-474-3030 If you go have a wonderful time &plan to walk a lot If you can And stay at this hotel I believe you wont regret it Request a room on the back side view is nice 3rd floor
