If you want to stay on the mountain near the golden rock, there are few hotels and guesthouses, can't remember the exact prices, but they were of course more expensive than the ones in Kinpun. (something from 30-50 US$ to more than 100$ for a double room). 10mn walk to the pagoda.
SeaSar is in Kinpun town so it will probably take you 6 hours to go up, depending on your shape and how often you'll take a break. Way down is much faster.
If you chose to stay overnight in Kinpun, you can alternatively take a truck to the top (or back down), the truck station is 1min walk from SeaSar. Beware that trucks usually don't drive at dark, so if you intend to view the sunset at the rock, make you you get a room at the top.
