You need to call them, but the only way to Galveston is usually by private Transportation or Something like Lyft or Uber. I suggest you check with a Travel company. DIY Group Transportation you might try the government ride share options like: METRO STAR Vanpool & Carpool or erideshare com/carpool for Houston
But the easiest way would probably be Lyft or Uber if its for one person.
The hardest way for a person would be to Use the public Bus to The Galveston Corridor then take the Taxi or Lyft or Uber from webster to League City and the Galveston Bus from League City to Galveston and then use a Taxi to the Port. It costs about $25 each way, but it's hard to time everything and get everything to work right.
I'd recommend checking with a travel agent or using Lyft or Uber and pay about $1.99 per mile so you don't get lost on the way to the Port. If you are taking a ship cruise, ask your travel agent if they can get a shuttle for you and yours. They might use the Metro Van to take you to the Galveston port for a cheap fare.
