I assume that this message is intended for the hotel and nothing to do with me. I was a guest there. I do not know anything about their dog policy. We didn't take our dog with us. However, when we go places with our dog we usually check ourselves on dog policies, including access to rooms, bars, cafes and restaurants, we would never assume access to bars etc., even when our dog is allowed in our room. I would say it's the owners responsibility to check but that's just my view.
