Hi, Normally Cities in Eastern province like Trincomalee, Batticaloa get rain falls in the Months of October to December. But for the past two years the whether was unpredictable in the region and the rainfall on the final few weeks of the year weren't much compared to history. From my point of view I think your plan to stay there is worth the risk.
Usually It takes around 7 hours to travel by vehicle to JB from Colombo i.e nearly 260km. You can break your journey by vising Sigiriya Rock fortress on the way for a day or two then head back to Kuchaveli JB.
