I understand that the owners try to keep the place nice, but you can do that without turning the complex into a police state. We stayed in three different units many times throughout the 80s, 90s and present day, and the people who work at the Spanish Cay have never been friendly. All they do is scold and eyeball. The fellow unit owners are far from friendly. No children, no dogs, no bikes at the pool (how many bikes at a time do you think there would be), no bikes in owners' bike racks, let's not even get into the pool rules, and you are eyed with suspicion if you are a privacy-seeking introvert. The last time we stayed the neighbors below were very noisy but they never get scolded. You don't like our very good business, we'll go elsewhere.
