We were afraid to rent a car - there are a lot of expensive cars around, narrow roads, decent traffic (to Herceg Novi, bypassing the entire bay, we once drove about 5 hours, of which 3 - to Kotor). The transfer from Podgorica airport was booked through Booking.com for 33 euros, which is cheaper than other options, besides, the site gives a 10% discount. It is easier and cheaper to get from Tivat by bus. From the main road, a bus to Kotor and Bar for 5-6 euros. It is not necessary to wait for the bus - a taxi will most likely stop and offer the same price. A minibus from Budva runs every 15 minutes until late in a loop along the lower and main road, it costs 1.5 euros. We recommend walking to Budva along the beaches, in flip flops there and back it is quite good and not stressful for half a day.
