For rooms starting at 8000 yen a night, you'd expect an International Hotel to have staff proficient in more then Japanese. This old, tired hotel breathes bygone glory days. The Kokusai hotel is right smack in the middle of Sakae, the shopping/entertainment district of Nagoya. Once the best in Nagoya. Never updated. It just lost the time-train. On the other hand, you are honestly charged with low fees. That's why I consider it "average" and not "poor".
