No, it wasn’t. But they serve drinks in the cafeteria downstairs. And it is open as long as needed. ;)

Shot? Unsure. You will be told not to leave the hotel without a tour guide. If you're considering this question realistically, you probably shouldn't go on a trip to DPRK. There are "rules" and there are "laws" in DPRK. Break a rule=say sorry, maybe pay for whatever you broke. Break a law (going somewhere without permission) can mean jail. If you can't be ok with following the laws and rules for a few days, I recommend you not go.
