Downtown Koror was a short car ride .
Sea Passion Hotel was sold as a package with the Palau Pacific Airline. It was not cheap but the quality of the room was awful!

When is the best month to go for diving and snorkelling? And how much would your room rates be for that month? 2 people - husband and wife, we require a sizeable room in a quiet corner of your hotel with hot and cold shower and preferably with a nice view of the ocean and a silent aircon. My wife and I were there in May/June 2014, as for the best time of year to go for diving I think you would need to some research as to what you might specifically want to see in case breeding patterns and seasons have a bearing on this, example when we were there it was apparently breeding season for Trigger Fish, they were aggressively territorial around their nests, even more so than usual due to eggs and young,
Being in the tropics you can expect rainfall at anytime of the year but use seasonal climate charts to give you a bit of an idea as to how much you might expect.
As for the hotel rooms, I would suggest if you want a reasonably quiet room ask for an upper floor that overlooks the lagoon and 'beach bar, its away from the main road and has some nice views, we had a room on the 4th floor on a corner of the building that faced out over the main road, it was a very spacious room with two double beds and wet/bathroom, the aircon was adequate once you figured out out what the controls did, the writing on the controller was in some eastern asian script, not English.
There are plenty of diving and snorkeling operators nearby, we were on a liveaboard, Ocean Hunter 3 run by Fish n fins, they also run fast launch day boats, again you would need to do your own research on who runs a good operation and who doesn't all I can say is that we found Fish n Fins to be very good.
