Whilst you have to take what you get in Baghdad, id look somewhere else.
I used to go to Iraq for business couple of times every year, the most secured hotel is this one, Al Mansour Melea hotel in baghdad near the bridge. It's 10 minutes taxi to the international fairs ground.

Nice and Large hotel , secured , i visited this hotel 20 years ago and it was better than now , three circular swimming pools are there opening from 10:00am to 3:00am , gardens are nice especially during night, located beside the river .
