The hotel is in District 3, we got the bus no 65 if I recall, into the city the bus stop is beside the park (I'll talk about the park at the end) on the main road just 5 minutes from the hotel, Tom who is especially sweet insisted he took us to the bus stop. You can take a taxi however the traffic is crazy. The tunnels as per previous info. We did eat locally to the hotel and it was where locals ate. Noodles, veg, chilli garlic affair. We also took a taxi nearer the centre and ate at lovely vegetarian restaurant called Hum.
The park, my husband and I went early in the morning 6.00am and the different activities that were going on was fantastic to see. Well worth a stroll around the little oasis among the frenetic scene outside the park.
Happy travels. X
