No, I would think a 3-year-old would get bored and the surrounding water is not what I would call safe for that age. There really is no playground. There is a small pool. It would not be my first choice with a 3-year-old.

Both times I was at Blackbird it was windy. We had one morning that wasn't and yes, the no-see-ums were pretty thick. The rest of the time they weren't a problem. I swam out to the reef to snorkel and also swam around the dock some. The reef really isn't too far. The snorkel trips are just over the top and will probably be enough water activity for most.
