How do you get there from DCA?
Cab is easiest. And quite frankly, cab is better than Uber. You wait forever for Ubers at DCA now that everyone is paging them. The cab queue is quicker and about the same price.

You will have to check with the hotel, sorry. i was there for a convention and breakfasts were included with the meeting registration. I must say the food at the hotel, at the meeting breakfasts, banquets, receptions and in the restaurant the two times I ate there was good. Service was excellent.

I had no issues with pre-authorization. But then I had a US credit card. i saw no issues with anyone else.
