While it does seem to carry on some olden times charm, closer inspection just shows that it's also poorly maintained. The room's cramped, the mattresses are a joke - extremely squishy mattress put on top of some piece of furniture, that doesn't even match the base and makes you fall of a side, so much for sleeping. Since this is an old building, there's no proper ventilation in the room apart from open window itself... Which might've been fine, but actually wasn't due to night party people and vehicles in the morning.

The location of the Hotel is excellent. Staff was nice and helpful. Breakfast was good, the building itself and the restaurant look beautiful and full of old time glamour. However, the rooms do not reflect this. I had initially booked 4 nights in Hotel Victoria. We got a very good offer and I certainly wasn't expecting any luxury. I requested a room on the park side and was happy to hear the hotel agreed to this. Technically the room was on the park side. However, it was right on the corner of a road. As we opened the door, we had to take turns to go in, as the room was the size of a stamp; very small. It was also stuffy with wall-to-wall carpet. When I sat on the bed, I felt like I went right through it; the thick mattress was uncomfortably soft. This ended up being the breaking point for us. I could hardly sleep at all and in the morning, I was SO tired and cranky. All I could think of was the sleepless night. Although I was happy I escaped a migraine that often comes after a badly slept night, I wasn't looking forward to spending 3 more nights on that bed. My husband and I discussed the situation at breakfast, which by the way, was nice. Unfortunately, I was too cranky to really enjoy it. We decided to ask the hotel if they would have anything else to offer us. The young woman at the reception was very nice, understood our problem (we got the impression we weren't the first ones to have a problem with the mattresses) and offered us another room. We went to take a look at the other room and it was a lot bigger, nice sized room (and on the park side) but it still had the exact same beds with the unnaturally soft mattresses. I briefly considered sleeping on the floor but quickly gave up on that idea. In the end, we decided to go to another hotel. So no, I wouldn't recommend Hotel Victoria.

Hotel Victoria is in a nice location, it’s nostalgic, good breakfasts & we’ve heard good things about the restaurant. The rooms vary in size from small and cramped like our room #15 or relatively spacious with space for chairs so you’re able to sit somewhere other than your bed like #11. Look at the room before you commit to it. The mattresses were a deal breaker for us. We stayed only one night of a planned 4 night stay because the beds were so uncomfortable. To the hotel’s credit, they completely understood, apologized and mentioned that new mattresses were on order. (The low score of 2 is strictly due to the mattresses and poor nights sleep. With new firmer mattresses and the right room I have no doubt I would have scored this hotel higher.

We had a nice breakfast here for the good price of 12€. The breakfast area fits about 100 people. The emergency exit was blocked by the bufé table so in case of a fire we would have needed to move 30 m to the main entrance. Despite the staffs lack of safety culture we enjoyed the good coffee, cava, fruit and bread.

It probably had its last major refurbishment in the 1970s or 80s. But it was done to a high standard for that time. And it is the reason you can stay in Pärnu’s Grand Hotel for much less than a nearby bland “boutique” hotel. It is clean, comfortable, welcoming and the breakfast is one of the best I have had this year (and I spend nearly half my life travelling). The location is perfect. It reminds me very much of my favourite hotel in the world: the Richemond in Chamonix - although that may have been refurbished by now. Catch it while it lasts. One day it will probably be refurbished to a run-of-the-mill homogeneous boutique standard, and the price will double. I must also give a word of praise to the hotel’s greatest asset: the delightful weekend receptionist. She gave me an early check-in, and an upgrade, and she dealt with a minor problem with grace and efficiency. A truly charming and classy lady, who understands the meaning of hospitality. And very pretty too.
