I'd perhaps consider somewhere other than Salcombe if walking is an issue as it is not the most level area. The parking in the town is very, very limited due to the narrow street - there is a small, short-stay car park at Whitestrand but that is the only car park actually in the town. The other option is the long-stay at Shadycombe but you then have to walk in to town.
The Salcombe Harbour Hotel has some parking but I don't know how they allocate this so best to check with them. To walk from the hotel into town is only a few hundred yards but it is not a level walk and there is no pavement for most of it.
I don't know the degree of mobility your parents have but if either of them are wheelchair users Salcombe may not be the easiest place to navigate. Hopefully other people will also provide you with some responses. Have you thought about calling Salcombe Tourist Info Centre as the staff in there will give you some unbiased advice on accessibility?
Have you considered Dartmouth which is a much flatter, more accessible town and has a lovely hotel on the waterside?
