Tourists are not allowed to park in the City as the city is very small ,, you can park in a parking area outside the city gates it's not that far or your other option is speak to the hotel manager & see what other arrangements can be made .. Regards

I can't give an answer. I was there last April/ May and there was no lift. You can ask for a room on the first floor, may be the view might be not so nice but unless is more confortable. In any case all the " cittadella" of La Valletta is full of stairs and is quite a bit weary...I would not suggest at people with problems.
