I recently read that Bulgari had decided not to expand its hotel line beyond its properties in Milan and Bali, and it's easy to see why: they have no idea what they're doing, and are charging exorbitant rates for an experience no different from what you'd get at an average Hyatt. The Bulgari is located very near the expensive shopping streets of Milan (Via Spiga and Montenapoleone) with a setting and price to match.
