We asked this same question of several people and never got a definitive answer. However, after just returning from Cinque Terre - do NOT try to drive there. We ended up parking in the garage at the station in La Spezia and taking the train in. So easy! The trains run pretty frequently, are in expensive and it is only about 10 or so minutes at most between stops at the various towns in Cinque Terre.
