This is a very sweet hotel within steps of Puerto Del Sol which gives you access to everything. The desk staff were extremely helpful and the rooms were clean and comfortable. Beware the prepay. I did that and my flights changed. I asked, over three weeks before arrival, for a refund / discount on the unused night or at least some goodwill breakfast vouchers. No way. They could have made my experience positive with even a small gesture but didn't. Very loud street noise as well. Don't recommend.

Got a good deal on the room which means I probably forgave the hotel some of its faults more than I would if paying full price. Great to have a typical big European window with shutters! Location is very central, a short walk from Puerta del Sol, and a nice walk to Parc de Retiro, Plaza Mayor and the other sites. Have just had 3 nights at the victoria 4. Rooms are great twin and triple share available great for bunch of friends travelling. Breakfast great. Expansive plazas, local and foreign crowds, street performers, colorful lights, window shopping, restaurant signs promising the best paella, ham, and churros con chocolate- this is downtown Madrid, a collection of plazas interconnected by a network of side streets. Some of these side streets are wide pedestrian shopping routes, and some are hidden, so it's possible to duck in and out of the bustle as desired. The iconic Puerta del Sol is the giant crossroads of the city and a must-see attraction at any time of the day. The nearby Plaza Mayor, completely enclosed by historic red buildings, is an ideal place to grab a bite to eat outside, amidst scores of tables and people out for a stroll. Plaza Isabel II (also known as “Opera”) is smaller and a good meeting spot, and the stately Plaza del Oriente is the front yard of the Royal Palace. Centro can be touristy (pickpockets are unfortuately not unheard-of here), crowded, and sometimes gimmicky, but it is also the place to experience classic Madrid.
