The best is to ask the hotel reception directly, Spain I know is implementing finer very quickly but some hotels's owners are particularly stingy about upgrading their internet service and when a hand ful of guest use it at once it slows down miserably. It is free and if I recall I had no problem with their connection. But I also used when not many guests were in the hotel and also very late at night when mostly are sleeping.
