I was able to leave luggage there so I expect that you will be able to leave your luggage at the hotel. Reception will order a taxi for you if you ask them. There's someone there all the time I think. Las Ramblas is no more than 5 min walk, but just be aware that Ramblas is a tourist trap. For what it's worth, I think walking around the Gothic (old) quarter where the hotel is located, and El Born (also very nearby) is far more interesting.
