Yes you need a key card to operate the lift up to your floor. Not required to going down.

The elevator needs key access above the 2nd floor. If you are taking a tour of the Custom House the staff will take you up to the observation tower and clockworks with their key. It is a fabulous landmark!

Yes, you need a key card to use the elevator to access any floors with guest rooms, and to access the public areas on the top floors

If I recall correctly- you do need a room key to access above a certain floor. The first couple of floors (lobby- lounge-bar )were not key controlled but most guest rooms were. I would double check with front desk as to which floor begins key access.
