no entrance fee required. crowd is the issue that you have to be worried about. head there early to take good photos. Fushimi Inari Taisha Shrine is located in Kyoto, not Osaka.

Shrine is free. By the way, there are a lot of inexpensive food stalls in one of the side streets leading to the shrine if you want to eat before of after the visit.
