Good question as I had same situation. Best to take taxi as you Have to go to terminal two for shuttle and push your luggage there and its a fair walk. Taxi are great and only takes about 20 to 30min depending on traffic. Cost is reasonable too for the convenience and ease if you have a lot of luggage.
We ordered a shuttle from the Airport to the Hotel, the pick up was waiting at the Exit gate from the Customs area. Our pick up was late at night and took us through some very dark back streets which seemed to take forever its a fair way from the airport even if you go on the Freeway. And cost 12,000 Yen.
We stayed at the ANA Airport Hotel on our way back which is much nicer and have their own transfer shuttle at no cost. Hope this helps. Most Japanese at the airport speak English and are able to direct you to the shuttle.
You have to go to Terminal 2 by shuttle bus or by walk, then from there proceed to the assigned bus stop for Mercure Narita Hotel. The shuttle bus only stops at Terminal 1 and 2. Terminal 3 is closer to Terminal 2 so board the bus from Terminal 2 bus stop outside the arrivals.
Before we left, I emailed the hotel (can't put email in this reply per TripAdvisor, but contact email is on their website) and they sent me both a shuttle schedule and directions to get to the shuttle. Shuttle only runs every 1 1/2 hours,so good to know the timing.
