Yes, no entry fees, to look around in the foyer, cafe or restaurant (and roof of course). Had lunch at the restaurant, good food.

Yes you can enter the foyer, they have a coffee shop, washroom facilities, and a place to seat to keep warm, it was cold when we were there. Some artwork also inside
You can enter the foyer area for free (and get a good feel for the inside) and also walk on the roof.
However, to see inside the auditorium you will need to either go to a concert or book a tour. We highly recommend the tour, as our tour guide gave us an excellent understanding of all the vast back-stage areas, costume department, props, scenery, etc, etc - the auditorium was only a small part of the tour. Being an ex-opera singer, she also sang a few notes to let us get a feel for the acoustics.
(PS. We thought that the cafe was not good value.)
