I think you can I saw someone with the wheelchair got on just right next to my cable car, you have to ask the staffs at the front door downstairs if you need their assistance, their very helpful.

Im not too sure about this. as in any cable cars/gondolas they do not stop , you have to get in and get out while they are moving. if they would completely stop the line then it would be possible but not sure if they do it,

Yes! The entire Taipei Metro system is barrier-free, and this includes the gondola.

From their website:

Passengers with prams, pushchairs, wheelchairs or electrical wheelchairs must make sure that these vehicles are securely locked immobile when in the cabins to avoid accidents caused by swaying. The size of the vehicles may not exceed 140cm*70cm*170cm.
