As far as I heard in place, you can see them all year round, but not as much as in peak season. It's all about migration and food in the water. The greener, the better to spot them. In fact when you are swimming with them you can see their pattern: they swim through the plancton clouds and right when they exit the cloud (which turns into clear water and you can see them better) they turn around and they got back into the cloud.
I believe they are all year round.
according to the locals best to see the gentle giants would be march, april and may, where the sea is warm and typhoon is unlikely to come....
November would be the start of the migration period for whale sharks however there are a number of recent TA posts reporting sightings at Donsol.
February-May is reportedly peak viewing season. November also nearing end of rainy season in Phils.
