The bay was easy to get to and to park at, the beach was patrolled, the water was warm and crystal clear and the coral and fish life magnificent.

Before you reach the lookout by car, and before you reach "Bird Island Lane" walking path, find the unmarked dirt road and park or drive to trailhead to the beach.

The best place on Saipan if you are a good swimmer and love nature
I hesitate to write this review because I would hate to see this beautiful place ruined by tourists who won't respect nature...but...this place is beautiful and should be added to your "to do" list when on Saipan.
Fish Eye Marine Park is located in beautiful, shallow water (no sandy beach), where snorkelling and diving is free.
As for the park itself, it's a family affair, individuals or groups.
A good reminder of the futile nature of war
There is a trail that leads from the caves to more of the park down the street a ways, where there were no other visitors but us.
You can park there, then walk or swim north around the next point and you will find this beautiful and secluded beach, just minutes from downtown Tumon.
The Park is also a great place to take leisure walks, ride a bicycle, jog or have a picnic.
After an intro at the museum, you can follow the provided park maps to visit historical locations all over the island.
The Latte Stone Park is a great spot for history buffs.

Divers need to park a little further down from the walking bridge parking lot because tour buses need to park in front of the attraction.
We walked out in the shallow water under the Fish Eye Marine Park bridge until we were in deep enough water to snorkel.
Matapang Beach Tamuning
Centrally located on Tumon Bay, Matapang beach is accessible not only to tourists staying in area hotels, but also to families who can park their cars at the Guam Zoo/Holiday Resort and Spa parking lot.
South Pacific Memorial Park is a lovely park for tourist as well as public and all to visit and see the Pacific Memorial Park.
There are excellent views of the island from the lookouts at the park.
