We took the "libre" free road from Durango to Mazatlan and loved the "high twisties" and views from the mountains but really wanted to see this bridge so took the "cuota" toll road back toward Durango.

the Malecon is about a 12 mile strech and a long walk if you love to walk, the views of the ocean are just breath taking and the vendors on part of the walk have some fun souveniers.

Great workout to get all the way to the top!... it worth the 360• view!... you can see to the ocean and to the Mazatlan beach (el malecón).
I heard it is a 300 step climb but the unobstructed views are great, Much of the climb is in shade and the plant and animal life along the route are a bonus.
