If your into tunnels this is one to head for, made famous by the Top Gear team a few years ago, €15 crossing even for a motorcycle, no warning so get your cash ready.
Cuts under the alps & brings you out in the Swiss National park, beware of the vignette needed if you plan to use motorway, but turn left on exit it’s a very scenic journey.
30 minute wait as the tunnel is only single lane & its approx 3.5km long.. No traffic problems midday in July, so must be perfect time to visit.
The lake is an old river that’s been dammed in years gone by, very scenic. See my sat nav in piccys..

Out of control during peak time

We spent 3 hours stuck in an overflow parking between 5PM and 8.30PM on Saturday (with children, after a really difficult journey, similarly to most waiting around us). Surprising is a very poor control of the outgoing traffic: many cars passing without queuing, randomly assigned columns merging in and out (as a result some move really quickly, some do not move at all), ice all over, no facilities, staff did not care and turned their backs when spoken to.

Handling of the incoming traffic during peak time is absolutely unacceptable and definitely put me off from ever coming back to Livigno. Such a shame.

As tnnels go this is very different.

Traveling in an easterly direction in the top of Italy takes you over or under the High Alps so it was that we pulled up beside the lake at traffic lights that seemed to stay red forever. The cave like condition of the tunnel is so different to the pre formed back filled concrete arches that are common - lose the hairpin bends for once the change will do you good.

We always drive this way from Germany to ski in Bormio because the scenery is just amazing. The alpine meadows and wide Swiss valleys to the north of the tunnel change drastically when you leave the tunnel and enter Italy across the Lago di Livigno dam and the wonderful drive down to Livigno and on to Bormio.
The single-lane tunnel looks as if it has been hand-excavated centuries ago and is a far-cry from anything that you'll find in Switzerland. Not for the faint-hearted.
On a less optimistic note, you cannot buy a single passage (which has never been an issue for us) and the tunnel officially closes from 10:00 until 18:00 on Saturday for northbound traffic (although we were allowed to wait on the dam for a gap in the southbound traffic).

Munt la Schera bike shuttle

This year the dedicated bike shuttle runs from June 1st -20th Sept 2015
The public bus also runs throughout the year with space for 5 bikes on the back. Although there were 6 bikes waiting when the bus arrived and I put mine under the bus,in the luggage compartment (front wheel off) . The driver was fairly relaxed about it all.
It cost me €7 one way

On the Livigno side the bus stops just before the dam after the Italian customs point.
On the Swiss side there is a bus stop just round the corner from the customs post.
