I went in September of 2018 as part of walking the Camino. The view of the surrounding countryside is beautiful, but all I could see was how many more steps I needed to take to get to Santiago. So many more than I thought I had in me.
No matter how many reviews this place attracts, they will never uncover the depth of the thoughts and feelings of the millions of pilgrims who have left their footprints on this hill for a thousand years. That is the significant history of this place, but sure, go for the view.

I made it on sunrise and the views were great. You have 360 degrees panoramas.

For those who have walked the Camino de Santiago west out of Pamplona, you remember the climb to the Hill of Forgiveness. For those "autogrinos" you can reach the site by car and enjoy some wonderful views of the countryside.
Two memorials there-the cutout iron figures and one to victims from the Civil War. Both worth visiting.
Tip: bring along a few chocolate bars to offer to the pilgrims who have just slogged up the hill and are continuing on down the hill. They'll thank you!

Located a few miles outside of Pamplona off the NA-110, I first saw Alto de Perdon in the movie "The Way" and immediately wanted to visit. It's up on a hill, on the Camino, and provides a spectacular view of the surrounding area. There are large modern windmills there too. It was very popular with pilgrims walking the Camino.

Fantastic memorial and photo opportunity on the Camino de Santiago.
There are cut out metal depictions of various caminards at the top of the hill.
You can either hike here or drive. If you have a driver, you can hike downhill and be picked up in the town of Utergo. The hike is moderately difficult, and you get a slight understanding of what the people on the Way are undergoing.
