Dos Hermanos can be reached by foot. It is a very rocky island. Though there are spots where you can go for a dip. The Island needs to be cleaned as a lot of garbage have been washed on its shores.

Here's a good spot to view the sun rising or setting up North. It's also visible from Saud but it doesn't come from the horizon of the sea unlike in Dos Hermanos.

Rent a banca (Negotiate to 800 PHP for an hour) if you've got your own gear and take the 20 min trip to the islands. Jump off your boat and enjoy the corals and undersea life - spot parrot fish, blue starfish and many others.
