Take a train to Jamshedpur - Dalma is approx. 10kms from the station. Regarding accommodation, the option undoubtedly is the Forest Rest House located in the core forest area. Unfortunately bookings for the same must be made from the Forest Range office in Mango area of Jsr. Not sure about the process now, but when I tried to book it a few years back, the process took almost 4 days and I had to eventually cancel my trip.
Other private resorts located the Dalma Hills include the Oyo 3575 (The Wave International) and the Dalmanchal Khet. You may contact them from the net. Both are prices at approx. Rs. 2500 per night.
Do let me how it goes, as Intend making a trip there this coming winter.

To stay in Dalma you have to book rooms in advance from the forest department. You may chose to stay in one of the guest houses. One is at the foothill while the other is on top. You need to carry your ration and the caretaker shall cook for you in lieu of some money. They can also accompany your vehicle as a guide to the jungle.
