This museum is to be found at the Double Tree by Hilton Hotel. It tells both the history of teddy bears and the history of Penang Island using the bears as the story tellers. Easy to spend an hour or more there.

I loved learning about the history of Penang as well as the history of the teddy bear. I usually wouldn't go to a museum about teddy bears, however it was a very interesting visit and I'm glad we made the effort.
