This was a great experience. The driver/tourist was very nice and she shared some great history with us. That $23 tour was most definitely worth it. (My driver was a retired school teacher)

We started at the main building. It was near the big bridge, on Oglethorpe Ave. they have a parking lot, with several spaces. It wasn't crowded when we parked there, on a Saturday, about 2:00 in the afternoon.
