We did the walking tour--- visited the Capitol Building and the Naval Academy...it was good, informative, and just the right size for us (@ 2.5 hrs..)

The Watermark cruises are over the year in Baltimore, but you should check their website for cruises in Annapolis. We took the Baltimore cruise twice in 2017 and spent about $15-$20 per person each time. The best cruise in my opinion was the Friday evening cruise at sunset.
