The two previous responses are correct. Because the Segways are street vehicles in PA and you have to obey all road signs, I think the owners feel safer with kids who could be driving a car. But that's just a guess.

I asked this question and it goes by size. My son was 14 at the time of the ride and he was allowed to do it because he’s a big kid.

I’m afraid not. While the risk of injury is very low, the consequences in the case of pregnancy are too severe and our insurance does not allow it. Sorry.
