Mainly tourist shops with higher prices than other places. Bit of a tourist trap, but worth a look as you meander along towards the marina.

My husband and I stopped by for two minutes and discovered Seaport Village is nothing more than a tourist trap with cheap shops and cheap food. Not worth a visit.

There is parking behind the Manchester Grand Hyatt hotel where I stayed but I am not sure how much it cost to park there. The village is behind the said hotel. You can check the hotel's website to be sure.

There is a charge for parking in the lot and walking around, yes restaurants validate. If you will be hanging around the area all day, cheapest parking if north of the USS Midway.
