Safe, professionally run whale watch, in a comfortable vessel but the dedication to "see some whales" overrode the comfort of us as passengers. 2+ hours out to Victoria from Port Townsend and then almost 3 hours back, on rough water, was ... uncomfortable.

That's past the Orca season, which is summer, and there may not be voyages then (you'd have to check). However, there will be far more birds in the water if you're a birder.

It would be difficult if allowed. There have never been pets on my trips. The engines can be loud when accelerating.... and some days are crowded. I don't recommend taking a dog even if it is allowed.
