I am sure it should be possible. Cruise Lines/Ships and the Dolphin have no connection. It is only that a the Dolphin Quest (inside the National Museum) is at the Docks, where Ships dock and therefore, it is very easily accessible to them.
The area that you friend would be will not allow for good pictures. The most economical would be to bring your own camera and let them take a couple of pics for you. Their photographer doesn't do anything special.
