Our family visited and walked out to the end of the path, including my husband who has a significant fear of heights. He agreed it was worth it! We wished we had more time to walk down to see the wreckage below the bridge.

The view from the end of the bridge is beautiful! But also not for those that are afraid of heights! They have a really nice little museum where you can learn a little bit about the history of the bridge and purchase a few souvenirs....More

I honestly don't know if the bridge is open when windy. If I recall, I think the bridge is accessible with walker. If you contact park I'm sure they can answer both questions for you.
