River Parks has always been nice but in Sept. The Gathering Place will be opening along the river that will be one of the best public parks in the United States.

There are many open areas friendly to dogs but it is also shared with frisbee golf and picnic goers. There is no formal fenced off area I know of as of yet, but if you were to appeal to the parks authority....maybe one day.

Yes, the Gathering Place is still being built and wont open until September 8th. River trail is closed from 22nd to 35th street. Midland Valley Trail is closed from about 23rd street to the other side of the Arkansas River... More

I have seen many birthday parties at the 41st and Riverside pavilion. You might contact Tulsa Parks and Rec for more information on how to reserve space.
