I wouldn’t take a car over. It’s much easier to just get a golf cart or bikes on the island. If you take Miller’s Ferry (the only one that you can take your car) it is on the opposite end of the island. Only a 15 minute golf cart ride. If you take the Jet Express, you will dock right next to the park and Perry’s Monument.

Yes as long as they're on a leash but you can't take them inside the monument. We always take the Miller Ferry from Catawba Island as you can take your dog on it + it's much cheaper than the Jet Express. I've been to Put-in-Bay many times and live about 45 minutes from the ferry so I can answer almost any questions you have.

There are both steps and an elevator. When we were there, all I remember is being at the very top. When we decided to go down the electric went out on most of the Island. we had to walk down 487 steps with only a back up generator for some lighting. There was an elevator full of people stuck, But the good news is they all made it down safely. The fire department and rescue teams were on hand but I heard there were only a few people who needed oxygen. There were also Park Rangers on every level with water and a walkie just in case of an emergency. No one was hurt and they all take their job seriously.!!!

Unless you like large crowds the last weekend, labor day will be crazy. I think there will still be things open after labor day, just not everything. You can always call certain businesses and ask when they are closing or check the website. We love going on the off season when all the tourist leave.
