I don't think so. When I went, I rode my bike there. Just now, to research your question, I googled around a bit. I saw no tours listed that include a stop there. It's really out of the way, located out on the end of the marine terminal pier, east of Bayonne. Great for cycling on a weekend. Its location affords spectacular views, but there aren't many other sites in the area that tour operators would consider commercially tour-worthy.
