Did not stay so can not comment on rooms. Food quality has been below my expectations. Slot machines have been very, very tight. Toilets need renovation. Mon Ami Gabi seems to be doing well, they probably can use more dining space.

No kettle, but, usually an individual coffee maker. They all can easily heat water, even if f it is set up for the individual coffee pods.

Only you can decide. The room is no different in facilities, just in view. Is the view from your room (which will presumably be of the Bellagio fountains) worth the money for you personally to pay it? If you're just going to use the room just for sleeping, showering, changing etc then catch the fountains from the sidewalk and use the money elsewhere.
