Like Robert N, depends on when you're visiting the Capital. We visited on a Saturday and parked for free on street that was walking distance.

You can walk through any weekday before 5:00 pm, but I am not sure about the weekend.

Scalp before you go. The tours are free and they do have a schedule. The tour guides are very knowledgable.
